Work package 6 - Evaluate effectiveness of postpartum interventions and services and study the health system variables determining effectiveness

Overall objective

To measure the overall effectiveness and the impact of the implemented intervention strategies on the maternal and newborn health.

Specific objectives
  • To develop tools and methods to evaluate the overall effectiveness and impact of postpartum care on maternal and newborn health care delivery including the quality of care, the accessibility and acceptability of care and health services, the coverage of the care, the efficiency of the health system, etc.; and

  • To use the developed tools and methods to conduct a pre- and post-intervention study to assess the impact and effectiveness of the intervention packages on the maternal and newborn health.

Description

This work package corresponds with the fourth research phase and with stage 6 (evaluation of the action process) and 7 (evaluation of action results) of the health system research approach.

The effectiveness and the impact of the selected intervention packages on postpartum and newborn health in each of the study sites will be assessed using a pre- and post-intervention case study methodology. In addition to the baseline data from the situation analysis (work package 3) a specific collection of baseline data for the pre-intervention baseline will be needed for this evaluation study. Only measures that can be feasibly and realistically used will be selected. This implies that the emphasis of the assessment will focus on the assessment of the health system and services. The measurement of health outcomes may not be feasible and realistic in this intervention study for a number of reasons; e.g. costs of such an assessment across the four study sites may be prohibitive, some of the impacts of the intervention will have a significant time lag (e.g. impact of improved family planning on maternal and newborn health outcomes). Modelling methods will be used to further estimate the impact of the intervention strategies on maternal and newborn health outcomes.

Results of pre- and post-intervention assessment will be analyzed for each of the 4 study sites. Estimated measures of the effectiveness and impact of postpartum care will be described by comparing pre- and post-intervention results and through use of these results in modelling.

The expected outcome of work package 6 is to have a scientific documentation of the impact and the effectiveness of the selected intervention packages on postpartum and newborn health and care in each of the four study sites.
